Mission Statement

The Kansas Association of Special Education Administrators exists to gain knowledge and foster instructional effectiveness through leadership in promoting quality educational practices for all stakeholders.

Vision Statement

The Kansas Association of Special Education Administrators will be a driving force in unifying general and special education to achieve educational excellence and equity for each student.

Article I – Name

The name of this organization shall be the “Kansas Association of Special Education Administrators.”

Article II – Belief Statements

We believe…

1. Child centered advocacy promotes equal educational opportunity.
2. Courage and creativity are necessary for positive change.
3. Collegial and convivial activities promote organizational growth.
4. In quality activities which promote organizational credibility.
5. In lifelong learning which promotes continuous improvement of the membership.
6. All members have value and contribute to KASEA.
7. Effective leadership is the foundation for dynamic educational change.
8. Each child has the right to a quality education.
9. The organization must act collaboratively in order to impact effective change.

Article III – Organization

Section 1: The executive board shall consist of all duly elected officers of KASEA. Executive board membership shall also include regional representatives and committee chairpersons required to implement the strategic plan. These positions shall have voting privileges.

Section 2: The State Department of Education – Student Support Services Team will have one ex-officio member on the executive board. This person shall be the director or a designated representative, this position shall be a non-voting position.

Section 3: A simple majority of the active membership present at the final meeting of the fiscal year shall elect the officers of KASEA.

Section 4: Each officer shall serve not more than two consecutive elected positions on the executive board. These officers are to be paid members of CEC, CASE, and KASEA.

Section 5: In the event of a vacancy, replacement shall be in compliance with Article II of the bylaws.

Section 6: The membership and fiscal year for KASEA shall be from July 1 to June 30.

Section 7: The revision of the constitution and bylaws, when ratified by a majority vote of the active membership, in attendance at a regularly scheduled meeting, shall be in effect immediately.

Article IV – Membership

Section 1: The only types of membership in KASEA shall be active, student and retired memberships and are so titled.

Section 2: Those eligible for voting membership are:

Public School Personnel – The chief special education administrator of any public school district or those who are assigned direct responsibilities for the administration of a special education program.

State Department of Education – Student Support Services Team – The administrator, program specialists, and consultants in the State Division of Special Education.

State, Community, and Private Institutions Serving Exceptional Children and Youth – The chief administrator of the education program or a designated representative.

University/College Trainers – Those having a direct responsibility for the training of special education administrators and other persons preparing to serve exceptional children and youth.

Section 3: Those eligible for nonvoting memberships are: students having a direct relationship in training or education that relates to special education administration. Retired administrators who had the responsibility of special education administration.

Section 4: The executive board will establish reduced membership fees for nonvoting members.

Article V – Officers

Section 1: Officers of KASEA shall be the president, president elect, secretary, treasurer, immediate past president, and CASE liaison. All officers but the treasurer shall serve one year terms. The treasurer will serve a two year term. No more than two consecutive terms, in the same position, shall be held by any elected officer.

Article VI – Regional Representatives

Section 1: Regional representatives will be elected on or before July 1 by a majority of the “active” members in their regions. In case of a vacancy, the newly elected person will complete the term of the individual who has vacated the position. The representative will be a voting a member on the executive board.

Section 2: A regional representative shall have an elected substitute from the region to attend meetings in absence of the regional representative.

Article VII – Committees

Section 1: The executive board and/or president shall establish all ad hoc committees and task forces as needed to carry out the purpose of the association. The executive board shall approve appointments of all chairpersons to all strategy or standing committees at the last regular meeting of the year.

Article VIII – Meetings

Section 1: Four meetings of the membership shall be held each membership year at places and times determined by the executive board.

Section 2: Regular meetings of the executive board shall be held, at least, four times a year. The association president may call special meetings of the board and/or the association as the need arises.

Article IX – Amendments

Section 1: Amendments to the constitution may be proposed in the following manner:

a. 25% of the total active membership may petition the executive board or the active membership at a regularly scheduled meeting.

b. Amendments to the constitution may be proposed, in writing, by any member of the executive board at one of its regular membership meetings.

All proposed amendments shall be mailed to the membership, or read and/or distributed at a regularly scheduled meeting, at least 30 days prior to the next regular scheduled membership meeting where action is to be taken on the proposed amendments).

Article X – Dues and Finance

Section 1: Dues to KASEA shall be determined annually by the executive board prior to July 1 of the new fiscal year.. All dues are payable by July 1 and due in full no later than November 1. Dues may be paid directly to KASEA or through enrollment with USA. Voting rights in all business meetings will require current membership.

Article XI

Section 1: Paid members are entitled to the following benefits:

1. The privilege to attend KASEA sponsored meetings upon paying attendance fees and have a vote in the development of policies and procedures of the organization.
2. Participation on programs, committees, and other activities which constitute a personal way to render services to exceptional children and youth.
3. Opportunity to keep abreast of new ideas and practices through programs and publications of KASEA.
